Accessibility statement
The Port of Fernhaven is committed to making this website, its meeting documents and its recordings usable by everyone, including people who use screen readers, keyboards, magnification, captions or voice control.
Our target
We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA for every public page, every published PDF and every recording. Accessibility checks are part of how meeting documents and recordings are published; the content status page shows where each one stands.
Conformance status
Partially conformant — evaluation incomplete, qualified review pending.
The evaluation is not finished: criteria marked "Not evaluated" have no recorded result yet. No qualified human review (screen reader testing or an independent audit) has been completed; it is pending. We do not describe this site as conforming until that evidence exists.

How we evaluate
The evaluation follows the W3C Website Accessibility Conformance Evaluation Methodology (WCAG-EM):
- Define the scope. The target is WCAG 2.1 Level AA. The scope is the whole public site, its published PDF documents and its recordings.
- Explore the site. The site's pages are listed from one page manifest, so nothing is left out by hand.
- Select a sample. There is no sample: every page in the manifest (41 today) is in scope, at desktop width and at 320 CSS pixels.
- Audit the pages. Results are kept at three levels, never mixed, and each result is
published on the evidence page once it is recorded:
- Automated: axe-core page scans, veraPDF PDF/UA-1 checks of every published PDF, caption checks, and scripted keyboard, reflow, zoom and text-spacing tests.
- Agent-assisted inspection: a guided review of each page by an AI agent, repeated by a second, independent session. It cannot establish conformance on its own.
- Qualified human review: screen reader testing (NVDA, JAWS and VoiceOver), a PAC 2024 PDF check and an independent audit. These are pending until a dated report is published.
- Report the findings. Each result is published as a file that records what it tested (file hashes and tool versions, and for site reports the commit and deployment) on the evidence page.
Known limitations
- The evaluation is incomplete: criteria marked "Not evaluated" have no recorded result yet.
- No qualified human screen reader review or independent audit has been completed; both are pending.
- PDF documents are checked by veraPDF only. A PAC 2024 check and a screen reader reading of the PDFs are pending.
- Recordings use synthetic voices generated offline. Their captions and transcripts come from the same script; visuals are described in the narration.
- The staff console demonstration needs JavaScript and keeps your demo edits only in your browser's local storage. The public pages are designed to work without JavaScript.
Feedback
In a real deployment, accessibility feedback and requests for alternate formats would go to the agency's ADA coordinator.
This is a demonstration. The contact form checks what you enter and then discards it: nothing is stored, sent or delivered to anyone.
